    Pretty much. There's a whole involved process to clickbait. Photographers take these pics for news agencies to use on slow news days. When they appear in The Daily Mail, the photog gets some money, the model gets some money and the news rag/website has filler material that would otherwise go unused. It's a win-win-win for all involved. Sara Barrett has a bunch of youtube vids called Tips for Aspiring Clickbait. Thay're kind of interesting and amusing.
