No, if there is too much moisture it turns to rain.....snow needs a dryer atmosphere.

 

And I don't think it's frozen water droplets.....that would just give you hail......snow is more of a crystallization of water vapour in the upper parts of the atmosphere.



Hmm.....I sound like I'm lecturing now, and I'm not even a 100% sure of that.

Basically you got it right, water crystalizes in the clouds and instead of melting and turning into rain drops when falling down to earth, it stays crystalized as a snowflake when the temperature is below zero.
