it means when you don't have to pay for parking if you go to an event or a store or something. Some places will give you a ticket if you shop there that would cover the cost of the parking where as someone who didn't go to that shop, would have to pay for the parking

it only happens at a place where they charge for parking. For example:

I go to the Target store in downtown and park in their parking garage. I go inside Target, buy $30 worth of stuff, and get a parking validation ticket that'll cover the cost of the parking.

Now if I parked in there, but I didn't end up buying anything, I wont get that ticket. So when I go to leave the parking garage, the guy in the booth at the exit is gonna have me pay a certain amount of money. But if I had that validation ticket, I wouldn't have to pay it
