    Select "All." You see the marching ants around the border, then stroke 1px or 2 or whatever. That's the quickest.

    I just flatten the layers 1st then stroke. It's quick. Others actually create a new layer for the Stroke border. I'm not sure why they'd do that if it's just a plain border.

    I think it would have to be the top layer if you make it a separate layer, otherwise the other layers would cover it up.
